SERC Releases "Report on Electricity Safety Supervision in 2011"

Recently, the State Electricity Regulatory Commission issued the "Report on the Situation of Electric Power Safety Supervision in 2011" (hereinafter referred to as the "Report"). This is the sixth consecutive year that the State Electricity Regulatory Commission has issued an annual report on power safety supervision.

The "Report" shows that in 2011, the SERC system and power companies have conscientiously implemented the policies of the Party Central Committee and the State Council on the decision-making and deployment of work safety, and adhered to the principles of safety first, prevention-oriented, and comprehensive management to ensure personal safety and power grid security. The safety of hydropower dams was the focus of the project, successfully responding to extreme weather disasters such as freezing, typhoons, and floods, successfully fulfilling the power guarantee tasks for the 90th anniversary of the founding of the Party, the Shenzhen Universiade, and other major events, ensuring the safe and stable operation of the power system and the reliable supply of electricity. The nation’s electricity safety production maintained a good and sustained stable situation. There were no accidents involving serious personal injury or death of electric power, and no power system dams and dams that had major impacts on society.

The "Report" analyzes that there are six problems and risks in China's power security. First, the difficulty of power system operation and control continues to increase, and the risk of power outages in large areas of the power grid remains. Second, there are many power main equipment failures that affect the safe operation of the power grid. Third, the impact of natural disasters and external damage on the safety of power facilities is increasingly serious, and the ability of the power system to prevent and respond to disasters needs to be further strengthened. Fourth, weak power supply management for some power users has caused hidden troubles for ensuring reliable power supply and grid security. Fifth, there are many accidents caused by personal injury in power construction, and the security situation is still severe. Sixth, there are still many weak links in electricity safety production management.

In response to the problems and risks in the production of electricity, the "Report" proposes that we must further strengthen system construction and standardize the order of safe production of electricity. Continue to conduct in-depth investigation and management of hidden dangers and implement various accident prevention measures. Strengthen the management of new energy sources such as wind power and photovoltaics, and promote the safe and healthy development of new energy. Conscientiously implement the main corporate responsibility and effectively improve the level of safety management. Deepen power emergency management and improve power emergency handling capabilities. Strengthen the basic work of safety production and continue to carry out the “safe production year” activities in depth. Establish and improve the organizational system and working mechanism, and complete the tasks of the party's 18 power protection work at high standards.
