In the past week, Qinghai Province used clean energy for 7 consecutive days, and for the first time in the country, it realized “zero emissions” in one province. How is this “zero emission” achieved? What does it mean for the development of new energy? With these questions, the reporter interviewed the relevant power experts.

Into the State Grid Qinghai Electric Power Company Dispatching Control Center, the reporter saw a busy and orderly work picture: the staff is closely watching the dispatching monitoring large screen, according to the real-time power composition diagram and its curve changes, from time to time Send a dispatch instruction.

“All-clean energy supply mainly relies on hydropower, photovoltaics and wind power. Due to the large fluctuation and instability of photovoltaic and wind power output, the intelligent dispatching system needs to be balanced in time according to the change of output curve,” said Wang Maochun, senior engineer of Qinghai Electric Power Company.

Wang Maochun said that in order to ensure the smooth implementation of green power supply, Qinghai Power Grid and power generation companies have done a lot of work and formulated relevant emergency plans. In the meantime, not only did the equipment that affects the new energy access to the Internet go out of power and maintenance, but also ensured its maximum output through intelligent dispatch.

Zhang Hongping, director and senior engineer of the dispatching control center of Qinghai Electric Power Company, said that “Green Power 7th” was not realized on the basis of completely shutting down the thermal power, but the thermal power output was kept to a minimum. "Under the existing energy structure and technical conditions, thermal power is also essential as a regular power supply, except during the period of full clean energy supply, all thermal power is sent through market transactions. The shortage of electricity in the province is through the outsourcing of the northwest region. New energy sources are added," he said.

According to Wang Maochun, Qinghai's thermal power installed capacity is more than 3 million kilowatts. In the past week, the actual output of thermal power was only 640,000 kilowatts.

E Jiming, director of the marketing center of the National Electric Power Investment Yellow River upstream hydropower development limited liability company, said: "The continuous long-term clean energy supply requires seamless integration from the power generation end to the power supply end, involving power generation, transmission, distribution and power trading. Coordination and linkage of many links."

Energy structure excellent use of small electrical load

Why is full clean energy supply going to be realized in Qinghai? In this regard, Han Hao, deputy general manager of Qinghai Electric Power Company explained that the reason why Qinghai is able to fully use green power for a long time is due to the excellent power and energy structure.

Han Wei introduced that as of the end of May this year, Qinghai Power Grid had a total installed capacity of 23.45 million kilowatts, of which hydropower, photovoltaic and wind power and other renewable energy installed capacity reached 19.43 million kilowatts, accounting for 82.8% of the province's total installed capacity of electricity.

“Hydropower and photovoltaics have become the first and second largest power sources in Qinghai Power Grid. This power supply structure is a possibility for the State Grid Corporation to try to supply all provinces with clean energy,” Han said.

Qinghai is the source of the Yellow River, the Yangtze River and the Lancang River. It is rich in hydropower and solar energy resources. Since the “Twelfth Five-Year Plan”, Qinghai Photovoltaic has grown at an average rate of 1 million kilowatts per year, with an average annual growth rate of 58%.

"Hydroelectric installed capacity exceeds half of the total installed capacity, and new energy sources are more complementary. This is the most solid foundation for 'Green Power 7'." Zhang Hongping said that a distinctive feature of Qinghai New Energy is that it has good weather during the day. There is almost no wind at the time, but the photovoltaic output is large; at night, the photovoltaic output is gone, but the wind power is relatively strong.

In addition, Qinghai is sparsely populated, with only 5.9 million people in the province, and the electricity load is relatively low, which also provides convenient conditions for long-term power supply for clean energy.

The energy supply side change will eventually promote green electricity "dreams come true"

Statistics from the dispatching control center of Qinghai Electric Power Company show that during the period of full clean energy supply, the province's electricity consumption reached 1.178 billion kWh. Among them, the hydropower supply capacity is 852 million kWh, accounting for 72.3% of the total electricity consumption, and the new energy supply is 326 million kWh, accounting for 27.7% of the total electricity consumption.

Wang Maochun and other people in the industry believe that Qinghai’s attempt on the one hand shows that through the complementary of water and light winds and the support of modern power grids, continuous green power supply in a region can be realized for a long time; on the other hand, it should be seen that electricity Energy supply side structural reform is the key to promoting energy conservation, emission reduction and low carbon development in the energy sector.

Internationally, only the Portuguese power grid had achieved 107 hours of power supply from May 7 to 11, 2016, relying entirely on renewable energy.

“People believe that with the continuous advancement of new energy technologies such as photovoltaic power generation, the accelerated development of smart grids and the optimization of energy structure, more and more regions will try to supply clean energy,” EJ Ming said.
