2 Bidder qualification requirements

110kV and below: It is an independent enterprise legal person registered in the territory of the People's Republic of China. It has the design of power transmission and transformation project and the qualification of enterprise class C and above recognized by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (formerly the Ministry of Construction).

Matching rural network project design: The bidder must be an independent enterprise legal entity registered in the territory of the People's Republic of China, and has the enterprise qualification of the power transmission and transformation project design grade C and above recognized by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (formerly the Ministry of Construction).

Overhaul technical transformation project design: With qualifications of Class B and above in power engineering survey and design recognized by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (formerly the Ministry of Construction).

2.3 Performance requirements

Infrastructure project design: From 2013 to the deadline for bid, bidders have 3 or more (including 3) design achievements in power transmission and transformation projects with the same voltage level and above.

Matching rural network project design: In the past three years, bidders have more than 5 (including 5) design achievements of 10kV and above transmission and distribution engineering.

The performance must be a contract that is directly signed and executed with the project construction unit. Others will not be recognized.

2.4 Safety and Quality Requirements

Potential bidders must not have one of the following situations:

3 Bid security
