II. Overview and scope of tender

2.1 Project Overview With the extension of oilfield development time, the development of multi-layered systems, and the increase of oil and water well measures, the emulsified oils at major combined stations and dewatering stations have gradually increased, such as the Jingzhou Union Station and Jing'an Union Station for a short time. More than 1,000 tons of emulsified oil, seriously affecting the normal operation of the joint station. The project plans to centralize the collection of old emulsified oil to ensure normal dewatering operation.

2.2 Bidding scope The old emulsified oil collected within the scope of the No. 3 Oil Production Plant will be processed. The planned investment amount is 950,000 yuan. 2.3 Service period: From the signing date of the contract to December 31, 2017.

III. Bidder qualification requirements

3.1 The legal entities or other organizations registered in the territory of the People's Republic of China, the business scope includes the relevant service content of this tender; 3.2 the bidder’s registered capital is not less than RMB 4 million; 3.3 the service performance similar to the contents of the tender in the past three years, And in the personnel, equipment, funds and other aspects have the appropriate technical service capabilities. (1) Independently undertook technical services such as emulsification of settling tanks and storage of old emulsified oil. (2) It has basic laboratory analysis capabilities and can analyze crude oil containing water, sewage oil and sludge/emulsified oil components. (3) The project team requires 5 or more members. The special types of work (electricians, welders, laboratory technicians, etc.) must have relevant technical operation qualifications and complete certificates. 3.4 Suppliers, constructors, and service providers entering the oil field must all make inquiries about bribery files at the public prosecutor's office. The project requires all bidders to go to the Public Prosecutor's Office to file a bribery-related crime file and the Public Prosecutor's Office shall issue a “Notice of the Prosecutor’s Office to Inquire about the Results of Bribery Criminal Files” (referred to as the “notification letter”); the bidder must attach the original bid document.
